Howard was born Nov. 20, 1933, in Leavenworth. He graduated from Leavenworth High School in 1952 and joined the United States Navy. He served on the USS Hancock in the South Pacific. After being discharged from the Navy, he joined the Federal Bureau of Prisons in the position of chief correctional supervisor. This career spanned 26 years with retirement in 1984. At that time, he relocated to Dallas, Texas, and was employed with Trammel Crow Company as senior security supervisor until retirement in 1997. Howard was a Master Mason and a member of Scottish Rite for more than 25 years.
Howard was a member of First Presbyterian Church in Tyler, Texas. He very much enjoyed the fellowship of the men of the church at Tuesday morning Bible study and other activities.
Howard had two marriages, the first to JoAnn (Elliott) Moore (LHS Class of 1951), ending in her death in 1992. He then married Joreen (Leamon) Moore.
Howard leaves behind Joreen Moore, wife of 14 years; four children, Ret. Lt. Comd. Howard E. Moore III, Melinda Ann Moore, Randall Elliott Moore and Lori Susan Moore O'Neill; five step-children, Donna Jo Lovett, Daniel Wayne Leamon, Darla Renee Adams, Dana Kaye Riley and Deanna Jean Luchak; 22 grandchildren; 15 great-grandchildren; and a brother, Roy Edwin Moore (LHS Class of 1955).
He was preceded in death by his parents, Howard E. Moore Sr. (LHS Class of 1919) and June Wait Moore (LHS Class of 1921); and brother, Guy Anson Moore (LHS Class Of 1942).
Howard said, "The support of his family and church has been the saving grace of this long and trying journey."
Visitation is scheduled from 5 to 8 p.m. Friday, June 27, 2008, at Stewart Family Funeral Home, 7525 Old Jacksonville Highway, in Tyler, Texas.
Services for Howard will be at 10:30 a.m. on Saturday, June 28, 2008, at First Presbyterian Church in Tyler, Texas, with Dr. Stuart Baskin and the Rev. Bradley Moore officiating. A graveside service will follow at 3 p.m. at Restland Cemetery in Dallas under the direction of Stewart Family Funeral Home.
