Fran was born near Leavenworth, Kansas, December 8, 1934, one of seven children of John and Marie Tuttle Shockley. She grew up in Leavenworth and attended local schools, graduating from Leavenworth High School. She came to Hiawatha in 1958 to join her family in Shockley Implement where she became a part owner.
Fran was member of Zion Lutheran Church of Hiawatha since 1959. Through the years, she was very active within the Church: serving with the LWML, and was a Sunday school and Bible school teacher.
She married Dean Bailey, September 22, 1962, at Zion Lutheran Church of Hiawatha. He survives. Also surviving are a daughter Georgena “GeGe” (Bruce) Kleppe of Hiawatha; a son Steven LeRoy Bailey of Sarasota, Florida; two granddaughters: Gilay (Richard) Allen of Billings, Montana, Karma (Chad) Langford of St. Joseph, Missouri; and 10 great-grandchildren. Three sisters also survive: Diane NcNabb (LHS Class of 1956) of Kansas City, Missouri, Mary Jane Wiggin of Westwood, Kansas, Marjorie Stover of Hiawatha; two brothers: Calvin Shockley and Frank Shockley, both of Hiawatha.
Fran was preceded in death by her parents; and a sister Darlene Wagner.
Funeral services are planned for 10 a.m. Wednesday, May 11, at Zion Lutheran Church of Hiawatha, with Pastors Mike Dunaway and Quentin Nuttmann officiating. Interment will follow at Mt. Hope Cemetery, Hiawatha. Friends may call at the funeral home after 10 a.m. Tuesday and where the family will meet from 6 until 8 that evening.
In lieu of flowers, memorial contributions are suggested to the Fran Bailey Memorial Fund, to be designated later by the family, which may be sent in care of the Chapel Oaks Funeral Home, 124 S 7th St., Hiawatha, Kansas 66434.

A note from Dean Bailey: Saturday - 5/7/2011
My wonderful wife Fran Bailey went to be with the Lord Friday evening at about 21:00 or 9:00 PM. At least she didn't suffer and that was my biggest concern.
She is the most wonderful person I could ever have married. We were married 48 years and September would have made 49. I was so hoping for many many more but the good Lord had different ideas.
The doctor brought her back three times but couldn't get her to breath on her own. There were 8 RNs and one doctor working on her. They worked on her for over a hour but couldn't keep her alive.
Bruce, GeGe (our daughter and her husband) and I were at her side when she passed on.
